As of April 30, 2020 - From WCARS-VE

WCARS-VE has discussed this on more than one occasion, and can see no viable way to remotely conduct test sessions.

Per the FCC:

Volunteer examiners are responsible for the proper conduct and necessary supervision of examinations, including:

  • Observing applicants throughout the entire examination
  • Determining the correctness of answers
  • Issuing a Certificate of Successful Completion of Examination (CSCE) when applicant scores a passing grade
  • Terminating any examination if applicant does not comply with instructions
  • Volunteer Examination Coordinators (VECs), which are listed on the FCC database, to include WCARS-VE, are responsible for complying with these requirements.

WCARS-VE must also complete the following in order to accurately and properly ensure compliance before submitting any License Applications (WCARS-VEC 605) documents to the FCC:

1. Exam sessions must be personally monitored by a minimum of three VEs, to ensure that no outside study/answer material is present nor available to the applicant, to include erasing memory entries in calculators. Applicants must remain present in the test setting from start to finish. No breaks are permitted while an active exam is underway, but only between individual examinations.

2. Applicants must complete and submit a WCARS VEC Form 605. 

3. The application fee must be collected.

4. Exam test sheets must be scored, and if the applicant passes, three VEs must then indicate the passing status on the test cover sheet if used, and then on the 605. A CSCE must be completed (although its’ usefulness is questionable with almost immediate processing now available) and presented to the applicant for signature.

5. All completed documents must be accounted for by the VE Team Leader, and either scanned or copied, and sent to the appropriate VEC for processing and submission to the FCC.
